• To be a hub for domestic and international collaboration that strengthens the capability to develop rice varieties precisely and quickly
• To develop fragrant rice, glutinous rice and colored rice varieties of premium quality, with therapeutic nutritional value and good resistance to disease, insects and global warming
• To develop a genetic base ready for breeding, for the quality, nutrition and yield of fragrant rice, glutinous rice and colored rice
• To quickly discover genetic code differences, find genes and develop DNA markers specific to target traits, for precise variety development

• To facilitate the national and international collaborations on capacity building to enabling rice breeding with efficiency and precision.
• To develop premium specialty rice with high nutritional quality and therapeutic properties, grain yield, resistance to biotic and abiotic stresses, and global warming resiliency.
• To induce ready-to-use genetic diversity to enrich nutritional quality, resistance to biotic and abiotic stresses, and grain yield of premium fragrant, waxy, and pigmented rice germplasm.
• To generate sequence variation for better understanding of genetic diversity, discovering gene responsible for economic traits, and developing molecular markers for precision breeding.
